It wouldn't, because (assuming your tv card is wired through your soundcard) it uses a different audio channel. So you can start wav/mp3 sounds, but it wouldn't interrupt.
My guess is that mplayer doesn't deactivate the cards audio device properly. I've had this in win98 with a Zoltrix TV MAX

One thought: how did you exit mplayer? Ctrl+C? Esc? I have a feeling these two would not exit properly. Try pressing "q" which is the mplayer keystroke for quit.
I just used the "X" (aka Alt-F4 in KDE) on the window frame. Which seems to send the correct signal to mplayer because exiting with "q" results in the same quitting message in the konsole and the sound keeps playing nonetheless. Oh well, I wanted to try TVTime anyway...
