http://www.kde.org/announcements/changelogs/changelog3_1_2to3_1_3.php says that 3.1.3 was compiled with 3.4 IIANM, or at least mentions it.
Ahh. I see. It says that a bug in 3.1.3 has been fixed so it will compile under 3.4 which is probably bleeding edge CVS at this point.
