I'm not sure about the whole mp3 angle, but I've used cdrdao to burn bin/cue combos. I may be telling you something you've already tried, but I've been on Linux for years, and just discovered it myself.
You are correct about cdrdao being able to use a cue sheet to burn files but I do not think that it will convert mp3's to cdda. The poster might have to convert the files and either edit the cue sheet or create a new one.
