Don't start a program that listens on that port. If you mean you want to filter it in your firewall, then it depends on which firewall you're using (ipchains/iptables, SuSEfirewall(2)/shorewall/whatever) In iptables from the command line, something like iptables -I INPUT --proto tcp --dport 3128 -j DROP (and similarly for protocol udp) would do it. Depending on which firewall product you're using, this would be done pretty much the same, although the exact details, and which config file you'd stick it in, would differ
