It isn't necessary. I work for a web host/design company. While we prefer to host the sites for our customers, we have no problem providing just DNS for them if they want to host their site in-house.

Not sure what you mean, here. If you mean having a primary and secondary nameserver, it's more a really good idea than a requirement. You don't even need to have them in different netblocks. -- Scott Jones (scott at exti dot net)
