well as root run netstat -tupan |less this will tell you what exactly is hogging the port and what is running on each port. This will save you the trouble of doing it at random until it works. Are you sure its not already running though? I know i can do that sometimes. I will try to start a service that I forgot was already running and it will complain that it is already in use. THis puzzles me for a second until I realize I've already started the service, its been started automatically, or it hasn;t quite shutdown completely yet and is still bound to the port.
