it had a on in both the 3 and 5.

yet rcapache had unused and the setup isn't working when it first comes
on.

whilst watching the verbose startup, httpd also gives a done on the boot
not a failed.

(btw, yes I did try what you suggested anyway (on the off chance it
might work anyhow.)

The next thing I think I might try is a full uninstall and then try to
install the apache from 8.1
