Agree, but I think from an usability point of view. The UI must be as intuitive and simple as possible. If you hold the shift, you have to know this in advance, but there is no hint. Furthermore, if you forget this, you simply click, then wait for the download of the rpm (which could be big), and then you realize you cannot save the file. Not to talk about searching for the file in tmp dir: this is something a normal user would never do.
