Well I think I figured out "my" system bell problem. While messing about w/ your question I found out I no longer had a system bell when I checked the box "Use system bell instead of system notification". If this box is unchecked then the "System Notification" sounds were used as they should be. In my case the solution was found in kcontrolcenter->Regional&Accessibility->Accessibility->Bell After I checked "Use system bell" then EITHER "System Bell" or "System Notifications" worked for me. If not checked then originally I could only use "System Notifications" (now for some reason both work) There is some wierd interaction Between the settings under Regional&Accessibility and Sound&Multimedia but darned if I can explain it. But enough about me NOW onto your problem! Check the available settings in kcontrolcenter->Regional&Accessibility->Accessibility->Bell There is another checkbox "Use custom bell". If this is checked but no sound is selected then you get no sound no matter what you select in the sounds&multimedia section! My suggestion is that if selecting one of these doesn't fix your problem right off the bat then try checking each box, apply the change, then uncheck and apply.
