This is a mysterious one for me. At first after upgrading to 3.1 I had the same problem you do. I ended up tracking down a gnome dictionary program and using it for awhile. Then mysteriously KDE's dictionary applet reappeared in the panel options. (rt click Panel --> Aplet --> Dictionary)
Looking in kpackage it appears that what you want is found in kdenetwork3-query.rpm. (This was not easy to find)
