No. It's possible to do it manual. But it is also possible to do it more advanced using the Advanced Package Tool. More about it at http://linux01.gwdg.de/apt4rpm
(the only needed components are kde and kde3-stable). At the first "apt-get upgrade" you get kept back packages. Install these via "apt-get install kdebase3".
