Window behavior

When doing a save file using vuscan in 7.1, each time I perform an action it
pops up in a new window; just as I would like. In 8.1 each successive window
lies behind the first instead of in front. I've looked at both vuscan and both
distro to determine what is controlling this behavior and can't find it. I would
have thought window behavior was the place but can't find anything to control
this action.

Could someone direct me please to the proper place to "fix" this.
