In /etc/X11/xdm/Xsetup change line 154,
  /sbin/checkproc -p /var/run/kdm.pid /opt/kde3/bin/kdm  && exit 0
to,
 ### /sbin/checkproc -p /var/run/kdm.pid /opt/kde3/bin/kdm  && exit 0

Should get xconsole for you.

Did you not read anything in Xsetup that you were editing?  It has a
header above the line quoted that states:

 #
 # Do not start xconsole for kdm
 #


This is an information comment, not a commented_out shell direction.
