That's because "%make" doesn't exist. The macro you want is "%__make". You can run "rpm --eval %__random_command" to find out if it exists; if it evaluates to a path (e.g., /usr/bin/make), then it exists. The predefined macros are (mostly) in /usr/lib/rpm/macros and /usr/lib/rpm/suse_macros. You can, of course, write your own. The best place to put those is in /etc/rpm/macros.
