Actually Scribus is more likely to be a similar application to
FramaMaker. On the otherhand you do have the beauty of using Docbook XML
along with XSL Stylesheets FOP XEP PassiveTeX ito name a few. Just to
give an idea All of the O'reilly Books are written ( or converted to)
Docbook XML and then from that format exported to FrameMaker But bo OO
or Staroffice is not used as the basis for conversion to FrameMaker

for desktop publishing you should probably look at TeX, LaTeX and the various tools associated with it
