Yes, for one thing there should already be a "K" link for the script. It's what gets called when the system leaves the runlevel if there is no "S" link in the new runlevel (for instance, at a shutdown or a reboot).

Depends. Which version do you have (always give the version when asking a question. Answers depend heavily on it). In 8.0, run "insserv -r service", for instance "insserv -r apache". Note it should be the name of the service, not the name of the runlevel link. In 7.3 and previous, you should edit /etc/rc.config and find the START_ variable corresponding to the service and set it to "no".
