Access will work well with MySQl with the MyODBC wrappers, and they are very easy to setup. That said, I rarely use it except for getting a preliminary overview of a database.
You may want to introduce your chappie to phpMySQLAdmin...

Windows... Windows... Ah! Yes! Dubious Microsoft technology! Nope, don't use that. I have used Openoffice as a front end but I wouldn't recommend it - too buggy and not enough features.
Anything which talks to an ODBC enabled SQL server should work if you plug the MyODBC modules in. Says he, who is far from an expert on these things...
