Changing user and group rights

I'm trying to change a folder, and it's subfolders and files, from Owner:root, Group:users to Owner:tom, Group:users. I'm trying this by going into Konq and right-clicking on the folder and changing permissions. I do this under Super-User File Manager. I make the changes and check the box "apply to all subfolders and it's files", but nothing happens. Seems the only way to do this is file by file. How do I accomplish this with a command line?
