I use fwbuilder at home. (www.fwbuilder.org) It is GTK+ based, so you need the basic X and GTK+ (maybe a few GNOME) libraries. I have it installed on my little firewall and I just run it remotely from a workstation over a ssh session. I don't have X running on the firewall. See if it will cater for your needs.
