It is in YaST2's SysConfig module. You can find it in Base-Administration,
SuSEconfig, check_permissions.

There is a warn setting, yes.

Not sure about this. As mentioned in the text for check_permissions in YaST2,
SuSEconfig uses the program chkstat, which looks at /etc/permissions. This
may just be a list of default permissions set by the SuSE 8.0 team (Maybe if
I edit it I can change the default permission for KwinTV and still have
SuSEconfig set to check permissions).
