Yes, this is true. The plumbing in Linux is still not fixed in some areas. Besides sound, which appears to be going with Alsa, the print system is not uniform (lpd vs. lprng vs. CUPS, etc). This may just be the normal evolution which will settle on the best (CUPS!) in due time. I know from the kernel point of view, the print system is userland and not part of the OS, but some of these key plumbing issues do need to be resolved for the good of every distro.
