I would say it's a feature. When you delete a user, whether you actually remove him from the passwd file or just disable logins, you don't necessarily want to get rid of the files that user owned. Deleting files is a much, much bigger change than just deleting a user. A user can be reinstated by adding a line in one or two files. "undeleting" files can be trickier.
