First, rcp, rlogin and rsh are even less secure than telnet. All you need is to turn on the appropriate services in inetd (via Yast2). In the user's home directory you place a .rlogin file. That file contains the names of allowable hosts. HOWEVER, I very strongly suggest you use ssh, scp and possibly rsync instead.
