RPM itself knows the package is installed:
# rpm -q dhcp-server dhcp-server-3.0.1rc6-8
It looks to me like the version number of the RPM wasn't incremented in the security update, so YOU thinks we already have it installed. If you select dhcp-server again, the G will change to an X and it will install anyway.
