Apache suexec configuration acting up.

I have a user who allows his group members write access to cgi directory and
cgi scripts. When trying to browse the script, the error_log says
"Premature end of script headers: /home/http/public_html/cgi-bin/test.py".
The suexec.log says
"
info: (target/actual) uid: (http/http) gid: (http/http) cmd: test.py
error: directory is writable by others: (/home/http/public_html/cgi-bin)
"
Is there a setting that can cause apache to ignore this security error.
