I did some testing on those recommendations a few years ago. When you have a fast connection to the Internet (eg Cable Modem, DSL, T1...) leave these at the default. If you are dialup, reducing the size of MTU (about 490 but I don't recall exactly) may improve your performance, especially if your dialup line is dirty. I benchmarked using a known file size stored on one of my ISPs servers (this is the site they use to test download speeds over cable when installing and repairing). My results were consistently faster with the MTU and MRU set to the default values than with the MTU and MRU at the lower value. The reason for the smaller packet sizes on a dirty line is to reduce packet retransmissions and the time taken by retransmitting. (I'm not a hardware person), but on a phone line you will occasionally drop a bit or two. The larger the packet the more chance that packet will need to be retransmitted. Reduce the packet size you increase the chance the packet will be ok. You can work all this out mathematically. Your phone company has the figures for each type of line and quality.
