1. Configure your X server using SAX2 as you would do it for general usage using 24bpp color depth and a best resolution for your monitor.

2. Go to /etc/X11/XF86Config and comment out DefaultDepth in Section "Screen".
Look at my settings below:

Section "Screen"
# DefaultDepth 24
SubSection "Display"
...
Device "Device[0]"

Monitor "Monitor[0]"

OK, I'm on 1152x864


3. Go to /etc/X11/xdm/Xservers and make changes shown below:
Comment out this default entry:
#:0 local /usr/X11R6/bin/X :0 vt07
Change last two lines in this files as follows:
#
:0 local /usr/X11R6/bin/X :0 vt07 -depth 24
:1 local /usr/X11R6/bin/X :1 vt08 -depth 8
#


Done

This means that you want to start first X server with 24bpp color depth on VT07 and the second X server with 8bpp color depth on VT08
Notice syntax change: -depth for XF86Free.4.x and -bpp for XF86Free.3.x servers.
4. Save all your changes, logout and restart X server.
Now you should be able to switch between virtual terminals 07 and 08 with Ctrl_Alt_F7 and trl_Alt_F8

And then I do

earth@user~> startx

and only one server starts on vt07 with depth 8 colors.
I can go to vt08 and find a white square cursor. Thats all.

I've also tried

:0 local /usr/X11R6/bin/X :0 vt07 -depth 8
:1 local /usr/X11R6/bin/X :1 vt08 -depth 8

just for testing, because in the ".X.err" and "/var/log/XFree*log" there is a warning to check how much memory does the graphic card have. The same results again.

By the way, on vt01 SuSE 7.3 set a mix of graphical console (green chamaleon frame) + text console. Can this "feature" interfer with the server?

I can send you my ".X.err" and "/var/log/XFree*log" if You like them to take a look and "bring the light" at the problem.
