I had a similar problem and somebody of this list told me what the problem
might be.
Try:
# rcinetd status
to see if inetd is working
If not:
# rcinetd start
Because SuSE deactivates by default "inetd" on SuSE7.3 for "security reasons"
(good idea but forgot to tell it).
