Where did elm go?

Did an elm mailer package disappear sometime since 7.0 or am I stupid and
just not seeing it? I just upgraded the server and one user complained it
was missing so I copied it from the 7.0 filesystem for now.
[elm sucks. But got to keep my users (and wife!) happy...]
