You are not clear about what you are trying to do, but, If it is turning it on or off, you need
to use the computer's bios settings. If you are talking about how linux can control it, then
look at the man pages for hdparm (man hdparm). It is a very good man page and hdparm
has a tremendous number of settings you can get or set.
Be careful though, read the man page very thoroughly. You can fry your hard drive if you
do not do things correctly.
