AFAIK, PCMCIA is not in the Mantel kernels. You need to install the
source package and rebuild it. In fact, many of the kernel updates do
not have PCMCIA included. I upgraded a 7.1 system to the 2.2.19
kernel. The PCMCIA modules complain about version mismatch at boot
time, but they work, so I didn't rebuild.

At first I tried the 2.4.16 but it failed to set up properly the PCMCIA, I think. My network card was not working even if the lights were on. I do not know if someone else has already posted this problem, but I would like to know if there is a solution.
I have also tried 2.4.10, but it returns me lots of errors when trying to install the module of the NIC. Here it is the output:
