This is correct. An modular MTA consists of several daemons. If you want Qmail to handle incoming mail, it or inetd must be listening on port 25 (Qmail advises the latter). On my laptop, I don't allow incoming SMTP, so I don't have it enabled in inetd. I still have 5 Qmail daemons running (splogger, qmail-lspawn, qmail-rspawn, qmail-clean, and qmail-send).
