You'll probably need the oracle client apps for linux, and setup a sqlnet
connection (tnsnames.ora, sqlnet.ora) on the linux box to the database
listener on the windows box.

I think you can download the oracle client apps for linux for free from
oracle.

Not sure if the php package has the client apps or not. I would try not to
use the odbc crap if I could.
