I think it refers to support for files up to 4 Gigabytes in size. Most users will never create anything over 100 Mb and many don't have a partition big enough to hold a 4GB file, but Microsoft claimed that Linux had a serious problem because it didn't provide support for 4Gb files as standard, which is why there was some interest in this.
