I think someone else has already indicated this but you probably want to check whether the hylafax server is actually running, i.e. '/etc/init.d/hylafax status', if it is running try tail'ing your message file to see what connections are being made/refused, i.e. tail -f /var/log/messages on another (x)terminal.
Also, are you running a firewall?

Nevertheless, each time I want to send a fax, I first have to re-run faxsetup from root, otherwise i receive the message "connection denied".
