Well, if you've got a Win98 machine and you know the IP address and NetBIOS
name, there is something you can do, although it's a bit brutal.
http://www.wiretrip.net/rfp/bins/RFParalyze.c
Compile that with gcc and run it, feeding the machine name and address you
need to reboot; it will cause *most* vanilla Win98 and 98 SE boxes to reboot
themselves instantly.
It must be said that this is something of a l33t d00d thing to do; I wouldn't
dream of using on any box I didn't have admin access to, although I have seen
it used to get rid of an annoying newbie on an IRC channel; one of the
regulars used Nessus to find out his NetBIOS name, dig to find out his IP
address, and soft-rebooted the newbie's machine over the 'net.
Of course, as with any '98 box; reboot with such an extreme-prejudice method
and you *may* be left with lost or corrupt data if the user is in the middle
of something.
Hope this helps,
