Quickest way to test this is using WVDIAL - try creating a wvdial.conf in 
/etc along the lines of;

[Dialer Defaults]
YaST2 configured = 0
Modem = /dev/modem
Baud = 57600
Init1 = ATZ
Init2 = ATQ0 X3 V1 E1 S0=0 S11=55 &C1 &D2
Init3 =
Phone = <enter your ISP phone number here>
Username = <your username that you log on to the ISP with>
Password = <your password>
Ask Password = 0
Dial Command = ATDT
Stupid Mode = 1
Compuserve = 0
Force Address =
Idle Seconds = 0
DialMessage1 =
DialMessage2 =
ISDN = 0
Auto DNS = 1
Load Predefined Prefix = None
Auto Reconnect = 0

This is the one I use for my connection and it works fine. This will at 
least tell you whether the machine is connecting to your ISP correctly.
