If by open you mean running, no. The program has to be running to receive. If you mean open (maximized on screen), check the options. When you first boot, you need to manually minimize it. After that, if you set the options correctly (can't be exact as to which options as I can't see a Windows machine), it will popup (i.e. maximize) with the message. If you delete the message, it will automatically minimize (unless Windows crashes) ;) If you do not delete, you can manually minimize.
Is there a tool for sending messages to Window's machines ? like a popup message ?
smbclient -M <username> (This works with Winpopup).
