Yes, this is a very peculiar thing that Suse do not have a public
bug tracker. In my experience sending messages to feedback@xxxxxxxx
is just a waste of time. Of course there may be many false-positives
sent in, but that is the way of the world. There are bugs in Suse
distributions and they cannot all be hit by Suse's own testers
before release.
This is particularly important because Suse does a lot of
customisation to it's releases, so general purpose Linux
lists may not always help.
Authorised users ? I bought the distro, that must be some kind of
authorisation !
The problem is that it must be a controlled submission, in the sense
that a report of

"Bug in Suse 9.7, my Scoobee-Doo solid state storage device explodes
when I run Yast77; love and kisses Billy"

won't go very far.
A proper online form, with mandatory fields etc is what is required.

Within about 3 hours of first using 7.2 I hit several manifest
bugs.
They are all still there.
