I've heard both success and horror stories with VMware. AFAIK, it's designed as a business app and needs huge amounts of RAM (>256MB is nice, considering RAM is so cheap nowadays). As another poster pointed out, NeTraverse's Win4Lin 3.0 is also another choice. It is very much less expensive, and from what I've read, much faster as well and not as resource-intensive. Win4lin is designed to give the normal computer user as opportunity to run software that only Windows has (e.g. Windows Media Player, Quicken, Outlook, etc.) with the stability of Linux. VMware is designed to give you the _entire_ Windows experience. For win32 and linux programmers, that's a plus, since it removes the need for reboots for testing purposes. For only simple application use, having Windows running in the background is a pain. Note that Adobe Photoshop is listed under "List of Popular Application Support" on NeTraverse's website. Also, it seems like Windows 2000 apps are not supported.
