Normal user can't get to internet

I have seen this before, but I can't remember (or find)
how to fix it. If I log in as root, I can browse anywhere
just fine. If I log in as a user, I can't get anywhere (either
with Konqueror or Netscape). I keep getting "Can't find
server", or "Server Unknown" messages. ??? I can log
on to my ISP just fine, but that's it....
Can anyone remind me how to fix this?
