Not really, but the reverse is usually true.
#2 How hard is getting a licence for it?
It depends upon which "grade" you attempt. At worst, it's not terribly difficult to pass the higher level US tests.
#3 For the guys in Germany, is it possible to take the test in English? Or is there a way I can take the US test?
I'm not in Germany, but you should be able to take the US test if you are a US citizen with the aid of one of the US military ham radio clubs.

Take a look at http://www.arrl.org for a lot of info and http://www.arrl.org/FandES/field/club/detail.html?master_id=0004001882 for information on a military club in Wiesbaden. If you are a US citizen working in Germany, (my assumption), the Wiesbaden club should be able to fill you in on the applicable licensing requirements. Hope this helps, Rudder
