Find out who their upstream provider is and go to them. Most backbone providers have a TOS agreement with the individual isp and most times can be the most effective way to get an isp to sit up and pay attention. You can find most of this just by doing a whois on the domain name.

the problem here in germany is, that t-online is THE isp here in germany. sure, there are a lot of others, but most of them rent bandwith/lines from the telekom (which runs t-online) would be hard to find any higher instance that would tell them what to do...... so the only chance is to get someone at t-online directly...... greets, chris -- visit me at http://mamalala.de
