I used to have ISDN installed (think it was SuSE 6.4). It is a while back but I seem to remember I had to recompile the kernel with the Fritz PCI card built as a module. Then I used Yast to set up the ISDN card (unfortunately I can't remember if the Fritz was on the list). I do remember I set it up to be a manual connection so that each time I went on the internet I had to start it first then stop it after browsing etc (this was to keep the costs down in case it tried to connect each time a browser was launched).
