I am pretty set against Penguin because some of the Xsuse people I worked with interviewed there and their CTO is a bit of an ass or so I am told. He told them we don't innovate we just use what's there .. we are ONLY here to make money. Which is what companies are suppose to do..but at least VA gives back to the community in the form of employing developers. I would go with a well built White box. We can all give you lists of parts we have had good luck with...I personally have always had better luck with customer built white boxes.
