It appears either 1) Your ISPs DHCP server is down (DHCPOFFERS come from the server), or 2) You may be behind a firewall and your broadcast packets are being blocked (DHCPDISCOVER to 255.255.255.255)
Before (when all was fine) I saw messages like:
May 7 20:46:17 linux dhclient: DHCPREQUEST on eth0 to 192.168.2.33 port 67 May 7 20:46:17 linux dhclient: DHCPACK from 192.168.2.33 port 67 May 7 20:46:17 linux dhclient: bound to 195.162.218.246 -- renewal in 1800 seconds
This has the request instead of the offer because it already has an address assigned and is just renewing.
