Ok, lets try this:
First, what version of Apache are you running? Generally, the stuff that
you put into access.conf is recommended to go into httpd.conf these days.
Also, you probably do not need the <Limit GET> and </Limit> in the .htaccess
file. More comments below.

Well, that look basically right, although I don't know if you really need the LIMIT in there.

In recent versions of Apache (I use 1.3.14), this can/should be in the httpd.conf file. Also, after you make any changes to the httpd.conf or a .htaccess file (maybe even the AuthUserFile, too!) you need to make sure that you restart the Apahe webserver. IF you are using the SuSE RPM-installed Apache, you should be able to do "rcapache restart" (or is it rchttpd restart?) or even /etc/rc.d/apache restart ***AS ROOT*** to get the configurations re-read. Also, did you actually CREATE the /usr/local/apache/conf/passwd file by using htpasswd ? For the first user in the file, you'd want to do : htpasswd -c /usr/local/apache/conf/passwd <username> The -c tells htpasswd to CREATE the file and add <username> as the first entry. It will prompt for the password to use. For the second and subsequent users to be entered, use htpasswd /usr/local/apache/conf/passwd <username> and make SURE to not use the -c again.
