unable to read_super_block?

Hello Linux folkz,
I just compiled 2.4.0 kernel for my new box.
During kernel boot up I'm getting these messages:
EXT2-fs read_super_block: unable to read_ super_block on dev 16:03
read_old_super_block: try to find super block in old location
read_old_super_block: unable to read superblock on dev 16:03
VFS: Kernel panic: unable to mount root fs on 16:03
Could somebody tell me please what does it mean and how to fix it
