Have you tried comenting out the line in /opt/kde2/bin/startkde that reads like:
LD_BIND_NOW=true kdeinit +kdesktop +kcminit +kicker +klipper +khotkeys kwrited
One of the kde guys that listens to the kde-user list said to remove it and it would fix the splash screen and logout problem. For me it has done bothe. I never had to remove/move any .kde dir or anything else but doing the above to get rid of my splash screen and logout hang. Oh that's not quit true. I also removed ksmserverrc and all the LLLOOONNNGGG filenames in /home/USER/.kde2/share/config/ before restarting kde2.1.1 for the first time only after the update from 2.1. Never had a problem since with either. In fact if you use the startkde script that comes with the source for kde2.1.1 you will no have either problem either. It seems that the problem comes from SuSE's version of it.
