I know that it is certainly possible to boot off a ReiserFS /boot partition, but as to whether SuSE 7.1 supports this out of the box, I'm not sure. You'll need the latest version of LILO, and make sure that ReiserFS is compiled into your kerenl (it should be possible to do this with initrd, but it's not advisable).
